1. Is Moulay Idriss a good leader? Islam as well as the Moors as known in the Middle Ages was his handywork. where an ancient city of Volubilis was his seat until it was abandoned after Fez (his creation) became more significant. I'm not sure what is a real reason why Volubilis is abandoned shortly after Moulay Idriss founded Morocco or was the city became too dangerous to him and his royal family?

2. What should Casbah be? in Civ5 it is a TI which made usefulness out of uselsess desert tiles not only it provided a fort (Casbahs are made as a fortified compound, possibly a kinda castle). but also gold.
3. UU?
A: Xebec (Also used elsewhere in he Mediterranean BOTH by Muslim powers and Christian states, one such examples also saw use well outside this sea, even in American Revolution where the Continental Navy had some and used against the Brits).
B. Zouaves (Who actually are they? Algiers or Moroccans): Industrial era linear infantry that marches faster than usual.
C. Moukhala musketeer: Armed with 'Moukhala', a type of unusually long musket which of course have a longer range than usual, which exists either has smoothbore or rifled musket. Earlymodern-Industrial era unit. North african skirmishers armed with these guns were headaches to Royal French Army in 1830s. this compelled French Army to consider 'Standard Rifles' for all infantrymen (The other lessons learned on The Maghreb sections of North Africa was that an islamic headdress 'Fez' is a better headgear than Napoleonic era shakoes)

If Morocco were to come back I would be interested in seeing it being lead by Sayyida al Hurra, the "pirate queen" who controlled the western half of the Mediterranean. She still retained her queen status after marrying the Sultan of Morocco.
Obviously she would have the xebec/corsair as a UU, probably even her own leader UU so that Morocco could get another.

Wouldn't that be kind of like Francis Drake as an alternate English (especially given the unproven, but perennial, rumours he was a, "favourite," of Elizabeth I closer than most)?

I like idea, I never heard about her before!
I think this game should use more women character when it's avaiable.

Yes, I agree, to a degree. They should bring Boadicea back as a Celtic leader, for instance. But female leaders who held no actual political or binding decision-making power, should be avoided in my opinion (as should male leaders who held no actual political or binding decision-making power - back to hunger strike, Mohandas!).
 
North Africa has another great possible female leader with Dihya
A very decent choice. But she might be very unpopular with those currently living in North Africa.

I don't know. At first glance it seems like she wielded more power in Morocco than Francis Drake ever did. Then again even if she had the title of "queen" I don't really know the extent of how much power she really had.

I mean that would be my first choice for North Africa.
