Did the latest update broke trading with great works?

I'm asking because in my current playthrough I know I had the option to trade a artifact for an artifact but after the update I can't trade works with anyone even my friends.
In fact no one is willing to even discuss a trade with an great work involved.

Do anyone else experience this?

Well, they fixed a bug regarding AI overvaluing Great Works, especially in the very turn they were generated.

Yes, but the thing unless my memory fails me you could litterly always trade a great work for a trade work with my allies.
Now they aren't even willing to dicuss it. Might it be that I have just one more civ before a culture victory?

Yes, if you're close to a CV, the AI will stop trading Great Works to you. I saw that in my last game, where I was buying Works from Qin as often as I could to keep his culture down. About the time I started making Rock Bands, he would no longer trade with me.
