I was finishing up my latest game last night, and I had the entire world conquered except the Germans, who had a fairly large continent packed to the brim.

So after several attempts at attack (I was using a democracy), I did a revolution (I had SoL) and attacked them.

The great thing about a well-staged attack is that you can wipe out the other civ in a single turn. I whacked them with the howizters and stealth bombers, with battleship support, and used armor to occupy. The Germans could do little more than a few retalitory cruise missles (why on EARTH would the AI attack the AEGIS cruiser, in a group of transports and battleships?!!? Talk about dumb...) Then the spies did their dirty work and soon the Germans had only Heidelburg.

I decided enough was enough, as I wanted a spaceship win. So I signed a ceasefire and treaty. Then I went about waging war on the never-ending stream of barbarians. I decided to patch up things with the Teutonics: I gave the Germans thousands of gold and reams of knowledge as gifts, which would upgrade them to "Receptive," but each turn they would drop down to "Uncooperative" then to "Hostile." No matter what I would do, they would never be anywhere close to where I could offer a treaty. (Prince of Denver starts to play War's "Why Can't We Be Friends?") <img src="biggrin.gif" border="0">

I noticed that no matter what I did, midgame, no matter what riches I bestowed upon my neighbors, they would drop to hostile almost immediately. I could not get a treaty to save my life! Even the effiel tower didn't help. Is this the difficulty level or what?
 
I'll bet dollars to donuts you have MGE.It is a bug which they say doesn't exist.Resetting attitudes every turn.I think it has something to do with being able to manually set attitudes in multiplay.

anyways there is nothing to do.Just have to go little heavier on defense with MGE than classic or original.
 
In MGE, the AI is so nasty, I find reputation to be meaningless, as they are all going to hate you whether you are 'spotless' or 'attrocious' - I used to care about it before I understood it didn't make a bit of difference whatsoever. (especially once you got the U.N.)
 
My first reaction was that you must have MGE, as Smash said.

Remember, at least in MGE, gifting is not cumulative. If you power is Supreme, the AI is not going to be happy with you.

A poor reputation can prevent a treaty offer, too. But if you build the UN, and manage to talk to the AI, a treaty should automatically be offered.

But if you have a treaty, the AI will break it whenever it wants... it is like a one-way door. In effect, it restricts you while freeing the AI, who is gunna stab you in the back sooner or later. If you're in Democracy and have no treaty to encumber you after taking some of their citys, congratulate your own skill, esp. if you have no UN. You'll know if the Hawk party is helping you to continue the war without a treaty...

If you really want to improve relations, do it all in one turn. Gifting tech will eventually make the worst of them Worshipful... but you might have to give a lot of techs to get there. And even if you get to Worshipful, they aren't gunna ally with you... Peace maybe (probably), but ally... nope, not in late game <img src="smile.gif" border="0"> .

PS, my context for discussion is that your power is Supreme, and your reputation is Spotless... If you have a bad reputation, you probably won't ever get to worshipful, but I've only played with a sub-spotless rep (it dropped to excellent) once in two years, when I killed a civ in GOTM 7 just to rid the world of them. The game ended a few turns late, and I had no diplomatic contact with a mere "excellent" rep <img src="icon12.gif" border="0"> . Besides, I built the Eiffel Tower on that turn to help atone for my sins, LOL...
 
Thing is though you can gift 10 techs,20..no even 30 techs..gold..whatever.Yes you get them to worshipful.You may even get alliance.But..the very next turn..you are back to square one.Its very annoying aspect of MGE.Makes many scenarios unplayable as the author intended.<br />ie..I load up WW1 that is included with MGE as Britain.Turn 2..I am sneak attacked by the US.Not very good.You more or less have to make a no negotiation event.It works but then there is no diplomacy.<br />I basically use MGE for multiplay only.And scenarios unfortuanately as there is no seperate Mac Fantasic Worlds add on.

The computer player won't sign alliances with you unless your reputation is Spotless or Excellent. It won't sign treaties unless your at least Questionable or Honorable. The lower you go on the scale the less likely it is the AI players will respect their agreements with you.

The AI will turn against you even if your reputation is good. As soon as your civilization becomes the largest in the world, the AI will start to gang up on you and attack no matter what your reputation or agreements.

MGE stands for Multiplayer Gold Edition and is one of the many editions of Civ 2. Rather self-evidently, it lets you play multiplayer games.

You should really not worry that the computer will not ally with you when you have decimated its cities and have only left a single pet city to get to AC (sorry, Alpha Centauri) to win. Once you are the premier civ in the world then it is very unlikely that the AI will sign any kind of unforced (as in, with the UN) agreement with you, especially in the end game, but in the situation you describe I can only assume that you want the 100 extra points for peace. If so, you'll never get them so stop worrying about it and build up your cities.
