So I was talking to a friend of mine about the culture flipping of cities in civ4, and the possibility of modding in something similar into civ5, and the subject of the Austrian unique ability came up (the whole "take over allied citystates by paying them").
I was wondering if that ability is within our reach, as it were, and whether it could be made to use other currencies instead. Basically what I'm hoping to achieve is the ability for any civ to be able to take over citystates by spending culture points. Would such a thing be at all possible?
(My apologies, btw, if this has been asked or discussed before - a quick search on the C&C forums didn't show anything connected to it, but it's very possible I missed a lot of stuff.)
