Diplomats

I was wondering that those diplomats in CIV1 was so great, cause the could bribe enemy units. And I have asked the question: "Why didn't Firaxis put them into CIV3?"
I know, it isn't possible to create units with that bribe function, but will they be in CIV4? Or are they already in C3C?

Maybe they felt those diplomats are too powerful...

Well diplomats in theory are still in Civ III. You just have to go through your embassies. Not as useful nor successful, but I didn't like reading stories where all people did was mass spies and bribe everything in sight.
