This is a great deal combined with D2D's already excellent pre-order deal (first scenario and double Civ DLC for free). I picked up my pre-order last time with the $10 off SchoolSucks code. :)
 
After hearing some of the beautiful music that's in ciV, I decided to splurge slightly by switching out my pre-order for the Deluxe version. With the promo code, the total was roughly just three dollars more than what I would have paid for just the base game itself at steampowered.com.

If D2D could take ten days off the countdown clock, we'd be all set.

I doubt the unlock codes are region-locked, so that should do it.

If D2D is like Steam, you'd need an IP in the United States to qualify for the discount. For that, you'd need a VPN account.
 
Never bought anything off D2D.I have one question.When you pre-order from them is it like Amazon,you won't be charged until release or do you pay up front?

If you have an American friend, you could ask to have the game gifted to you, and then you could reimburse him -- if needed.

Since you didn't specify where you pre-ordered in the first place, we cannot be specific, now can we? There are two ways in general:
1) the website might have a button to cancel your order if it hasn't been fulfilled yet.
2) contact the service desk and explain you want to cancel your pre-order (and ask for a refund).
Naturally if you've already paid and downloaded e.g. the Civ3 from D2D, they're not going to let you do that.
