Disable "Recruit Partisans" Espionage

I'm looking for a mod that just flat out removes this espionage mechanic from the game. Does anyone know of any balance mod that is already out there for this?

Or is anyone willing to create something that just deletes this one thing from the game?

Thanks for the suggestion. I don't have a problem with spies overall. I just think this one spy mission is an obnoxious part of the game..and Firaxis' attempt to fix it by pillaging the tile was a flat out failure.

EDIT: Just found a mod called "No More Partisans" on the Steam workshop which supposedly deletes this one spy mission. Looks perfect, I'll be testing it my next game.
