Disappearing Holy City

I was playing as the Byzantines when I realized that Constantinople was no longer the Orthodox holy city (there was none), Makkah was no longer the Sunni holy city, and Al-Kufah was no longer the Shia holy city. None of them were ever razed or destroyed in any way. Why did this happen?

If you use Worldbuilder to remove a given religion from a city, the holy city of that religion has its status removed at the same time.

OK. But that's how the holy cities have their status removed.

I see the same thing happen occasionally. It also happens when I play RFC RAND. I sometimes play ROM-AND with religion decay...could that be it?
