I'm sure I'm just missing something obvious in one of the preference screens, or have missed an obvious point in the manual somewhere, so an RTFM answer is fine as long as you tell where I can find it!
I want to be able to disband a city of size 2 by building a settler. I'm almost sure that I've done this in Civ3, and that a pop-up appeared saying something like "City NoFood is about to produce a settler that will disband the city", and it gave me an option to produce the settler or wait. Did I just imagine this? Is the lack of sleep finally catching up to me?
No matter what I do now, my cities of Size 1 or 2 will wait until they are at size 3 and then produce the settler. I want the city to go away!
In case your curious why, I'm trying a "Binary City" strategy I read about when your cities reach size 12 and before you get hospitals. Build a settler from your size-12 city, and build another city within the city radius of your current city. Put them on the worst square in the radius. Drop a single useless unit in there (you've proably got warriors floating around somewhere). Let this new city have access to a irrigated plain or mined grassland square, and have it produce noting but settlers. It will take 30 turns to build the settler, and thirty turns to get to pop 3. You get a settler every 30 turns, and there's little effect on the main city, since it won't be growing anyway. Move the settler into the "main" city and fortify it. When you get hospitals, have the settlers join the city and jump from 12 to as much as 24 in a single turn. I want to disband the second city once I build a hospital in the main city, but I can't seem to do it!
