Discussion: When is it appropriate for a citizen to post an official poll?

My thoughts here obviously are not a judicial department view, but I think in the big picture we are covered by the three books in that for a citizen to post and pass an official poll, several days must go by, and some discussion, including posting of the proposed poll must occur.

In those cases, I find it difficult to believe that the appropriate leader would not have time to review the discussion, or go with his/her own poll on the topic. As all Leader polls are official by definition, it makes it much easier for the leader to by pass the delays built inadvertantly into the system that prevent common citizens from overriding the process.

On the other hand, in my observation, very rarely has a citizen gone for the official poll route unless the leader in question has been completely unresponsive.
