[R&F] District 12 achievement: Using water park instead of entertainment complex

I currently playing as Japan and are planning my layout of my capital city. I want to achieve the japanese achievement while also graping the "District 12"-achievement.

Can anyone tell me if I can replace the entertainment complex with the water park? I love using the water for water parks instead of land area for entertainment complexes.

I would be surprised if it did work because of how achievements are generally set up, but I've got no clue in all honesty. Give it a try!

Think I will go with the testet and proved method to get the achievement

Is an aquaduct also needed, or is this considered a special district?

I'm pretty sure the aqueduct is included too, but I'm not 100% on that
