DLC vs Mods

That would be pretty annoying. I really don't think Firaxis or 2K have such plans, nor are they going to be policing mods by "signing" them. That would probably require a silly amount of manpower (and womanpower) from them anyway.

As I wrote - I don't think we'll see this in vanilla. But if mods with extracted DLC appear and become popular, I'd expect these measures in expansion.

I expect that of you buy DLC you can use its content to create your mod. But if you copy in this manner or re-make DLC (civilization with exactly the same abilities and units/buildings) then this would not be much different from cracking DLC.

What if a player take a building or a unit concept / model or even unit text from a DLC and put in his own mod - what if he changes 2 letters from this text? You can't use that mod either?

I think it will be simpler - you could make a mod with DLC content, but it will not incorporate the content, linking to it instead. So the mod will require player to have DLC as well.

To be honest I don't mind if the leaders are just portraits... But it would be nice if all the leaders were made in the same way.

Typically, DLC is almost like a well done mod, typically you get your money's worth. Limiting mods would be a foolish idea.

However, if you're copying DLC with your mod, you may come under copyright law, and Firaxis would be in a position to serve a cease and desist order. The seriousness of any sort of "DLC copying" comes under the domain of fansites, like CivFanatics and Apolyton as well. If they refuse to host such a mod, it probably won't become popular enough to hurt their sales.

If the DLC has Babylon, no mod can have the Babylonians? I mean "babylon" or "hamurabi" are not the property of any company, nor are the name of the cities.

Quick math: 18 civs for 50$ = 2.78$ a civ. 10$ for 1 is OVERPRICED. If the DLC would arrive 3 months after launch and contain at least 5 civs THEN it would worth the money. UNtil then it is just a rip off.

P.S: Remember that civ 4 had babylon for free. No DLC because back then there wasn't the DLC trend. Sumer and others have been first added by mods and then by the expansions (not dlc). I don't remember how much Warlords or BtS expansions were priced at release, but I guess it was around 30$ or so and they contain MORE than 3 new civs. That's value.

people need to stop saying that buying the deluxe is paying $10 for 1 civ, because thats not correct, we are paying an extra 10 bucks for the deluxe version, which includes +1 civ and some other stuff, DLC will not be $10 for 1 civ.

I'm not counting the special edition. When I get some hard numbers, like when Steam is selling DLC for the game, then I can decide.

Currently, I just think of DLC in other games with mods, like Fallout 3, where their DLC packs have been professionally done, and are typically far better than the available mods.
