Do city state bonuses stack?

Does having +3 envoys on 2 commercial city states gives +4+4 = +8 gold for every commercial hub?
It seems to be a bummer if this isn't the case. It totally removes the intention of allying city states of more than one type.

6 envoys in one will give +8 and if you have 6 envoys in another you will get an additional +8 in that. Nothing to do with being an ally.

Yes, it stacks in the way that you mean the word. You would get +4 for each of the two.

Yes to the question, but that is totally unrelated to whether you are allied with them (being allied is one perk of being suzerain, which comes from having the most envoys of any civ).
