Do I need Steam ?

I bought a CD and tried to install, but it asks me to create a steam account and when I cancel the steam installation that cancels the Civ6 installation as well. I am not interested in steam, and especially not when they try to force me. Is there a way to install Civ6 without steam?

From the Civ 6 manual:

Initial installation requires one-time Internet connection for Steam authentication; software
installations required (included with the game) include Steam Client, Microsoft Visual
C++2012 and 2015 Runtime Libraries, and Microsoft DirectX. Internet connection and
acceptance of Steam™ Subscriber Agreement required for activation. See www.steampowered.
