Do religious city states spawn more on apocalypse mode?

All 3 apocalypse mode agmes i've played have been chock full of yerevan, kandy, jerusalem, etc...it seems like 50-75% of the CS's on the map are religious. Is this just weird luck?

I've only played one Apocalypse mode game, and it had just two religious city-states.

I've been playing nothing but apocalypse mode and i haven't seen that many religious CS, even with 40 CS per map.
