2. The Firaxis continuing philosophy of "one-third proven, one-third improved, and one-third new" (3x3s) indicates what the fanbase can expect:
a) no version will be completely new from the 'ground-up';
b) new versions will keep coming as long as there's something "to improve" and something "new" to dream up;
c) there's no telling what existing attributes fall under which 1/3 and will be kept, improved, or discarded for something new (except, ie., settlers, workers, military units, the tech tree mechanism, and cities will remain as they've always been).

This is what Sid Meier said about past Civs. Something tells me that a lot more will be totally new in next iteration.
