Pantanal tiles are good for a national park. So if you are pursuing a cultural victory, it will always be good.

Why not? Especially early on it's a nice boost for culture and you get era score for settling near a natural wonder.

And there's some easy +4 holy sites to build. If not for the faith, then at least worth putting one down to get the "high adjacency" era score. Rarely will my city there be that useful, but a fine support city once you have your core settled.
