Do you get Strategic resources like coal as the Suzerain of a City-State that has those resources?

If it's in their borders and they have a mine and you are Suzerain, wouldn't you get it? I'm in a game and I have this exact scenario with coal but for some reason I can't build a battleship in my harbor city and it's not showing in the top bar.

Since the coal doesn't appear in Brussels' resource list I guess the explanation is that Brussels has not researched Industrialization yet and you will receive it as soon as they do that. Since the coal is on a hill that enables them to build a mine regardless.

oh, i didn't know CS have their own tech tree, but now that I think about it, it makes sense. Do they typically stay on the same pace as other civs or will it be a while before they get to Industrialization? I suppose I could just go and conquer them

I believe they don't have a proper access to the tech tree. It is rather keeping pace with the world eras and technologies otherwise scientific CS would have big advantage. It might be that all CS are on about the same level together.
 
I believe the key is that the resource be developed after you have researched the related technology. In my current game, I had two situations (coal and then aluminum) where I needed the resources from my Suzerain. In both cases the location where the resource existed was developed before I researched the needed technology. I used my builder to remove the development on my Suzerain's land, in one case a mine and in the other a farm, then built a mine. As soon as the mine was built the resource was made available to me. I believe that if the resource is developed after you have the technology by the Suzerain, then the resource would be available to you.
