1. This is a really hard question to ask, cause it really depends on what leader you are, and what your starting terrain is like. The traditional start is worker - worker - settler, while obtaining bronze working to chop the 2nd worker, and settler. It usually takes 4 trees to obtain, and the settler gets escorted by starting warrior, or scout. I think having the second city sooner than later is always key. Even with this strat I can usually obtain stone henge on Monarch difficulty.
2. I usually build three cities before Currency. Then like martin031 mentioned, court houses and cottages really do help your economy support extra cities. Usually place your cities near food resources to boost its population early on.
3. Cottages need to be built asap. Sooner they are built, sooner they can be worked, and sooner you get $$. Mines are nice, and so are gems, but for the most part you want to make sure you have a couple of cottages per city to improve right away.
I am sure there are better strats 'n stuff, but I think what most people do when they request this type of help is to post a save from like 50 turns in. Then some of the more experienced players can open the save, analyze what you did, and provide feedback, because this question requires more specifics, and the answer can change.
For example -- Do I build worker or boat first? I'd build the boat, but put emphasis on production, to get the boat sooner, than increasing my population. Or is it worth more time to get the worker first, and chop the boat while doing queue shifting. GOD I love this game ...
