Does it matter where (which civ) your Rock Band plays?

I believe it works best to target the civ with the strongest domestic tourism.

Yep, always target strongest opponent as has been said, but for true maximum effect play in the background: Whole Lotta Love by Led Zeppelin. The guitar solo at least, each time you deploy a rock band. It's the gift that keeps giving. I don't know how to mod Civ well yet but I am seriously considering making a mod for my personal use for just that purpose...

The answers are there but convoluted, also the whole thing needs a tad of thought to get right. I may not have done enough myself but here goes.

The +2 promotions are worth going for as they are your best chance of getting great album sales but only if you have about 4 of that site target available.

If you do not have +2 then playing at a wonder is the best option by far.

If the lead domestic tourist civ does not have many wonders then go for their libraries or harbours or go for someone else’s wonders.

Once you have roughly 500 album sales, play wonders regardless. It does matter to play the main domestic tourism opposition but if you have used all their wonders with this band you are better off playing campus and harbours from that civ due to distance.
