Does Kandy only award its relics to those who first discover the natural wonder?

I seldom play for culture/religion victory, so I've never paid attention to Kandy. Yesterday I started my early conquest of my closest neighbor as usual and saw Kandy captured. So I gave it a try, liberated it to gain suzerin status, and claimed reliquary when I found a religion and later chose cathedral as the religious building.

I then got DOW by a joint war of 2 other neighbors. Took a while to beat them and only then I had time to explore the map. I discovered a natural wonder but no relic rewarded even my palace slot was available. Later I actually popped a hut and got a relic so that palace slot was working. I continued to explore my continent while beelining to allow building temples. Later I found another natural wonder near another civ and yet no relic rewarded. I already built two temples at that point.

So anybody can tell me is that something broken or the bonus only applies to the first one who discovers the wonders, or if the bonus doesn't work after liberating it?

Only the first to discover a natural wonder gets a relic, but Kandy isn't a natural wonder it's a city state and the first to discover should get envoys.

You didn't happen to lose the suzerainty between liberating and discovering a natural wonder?

It's also possible all the Relics had already been used... there are a limited number.

That's incorrect, you'll get the relic anyway if you're suzerain of Kandy.

You didn't happen to lose the suzerainty between liberating and discovering a natural wonder?

Definitely not.... because I built a lot of Holy sites I quickly pumped 3 more envoys to get 6. I'm pretty sure it's under my control the whole time.

I did a quick search and somebody at the Stream community actually complained about similar issue, so I guess I'm not the only one with this question.

Several patches ago I got a relic from Kandy for finding a natural wonder right next to another civ, so I know I wasn't the first to find it. Perhaps there's a bug related to becoming suzerain by liberation? Or something introduced in a recent patch?

This rings a bell. I liberated nan madol once and remember being disappointed.
