Been studying vanilla and G&K icons. I've discovered a precedent in them...
Generally speaking, two shades of the same colour are considered to be different enough if their brightness differs by at least 60. (255 White and and 195 Light Grey are two different colours.)
For instance, these three workers are from three different civs! England, Austria, and a hypothetical Poland.
And here are two workers from two different civs: Ethiopia, and a hypothetical Portugal. As you can see, this is not the absolute law of God. In the end, you're going to be hindered by what looks right.
I grabbed these colours from the civ icons, so they may be inaccurate. I'll go look and see what their civ colours are.
