Does the AI have preknowledge of the map?

@Psyringe So how many people exactly? Also, what exactly do you want? Also, the first pic shows the Ai going for the "wrong arm" if you didn't get it where as the second and third pics just show what the islands are like and where the resources are.

Unfortunately I can't give you an exact number yet ... 13 people would be enough *if* every citizen works a tile, but not if the AI chooses to use specialists. And I'm not sure under which conditions the AI would use specialists. Hmmm ... you can try with 16 people and check whether the hills are actually worked (if they are, somehills should show a house on them). If you see at least one house, continue. When you see at least one house on a hill, the AI has good reason to mine at least one hill (it actually has good reason to mine all hills, but may not see it that way). When you don't see at least one house on a hill, add more citizen (or, if there are angry citizens, add some buildings to make them content).

Btw, better double-check that the AI has the required tech (Mining).

Uh, I tried 13 people (only 7ish worked though despite all the health generating and happiness buildings I gave them) and every "working" person just worked unmined hills and no ocean. Same with 16 because everyone just got madder.
 
Okay, in that case my explanation about the workers not mining the hills because they aren't being worked is false. Which leaves me with no explanation for the moment. :) You did make sure that you and the AI both have the Mining tech?
