Does the Random Map Generator work properly?

I have noticed on many random maps I play that when I reach the modern age that there is NO OIL in the world, this happens too for Aluminum and Uranium sometimes.

Would it be possible to program a feature so that on every random map there is at least one occurence of every resource?

You'll probably be more likely to get a solution to your problem in the General Forum. This isn't a C3C issue.
There's a minimum number of each resource in the game that varies with map size. Use the "Shift+Ctrl+M" command to clear cities, units, improvements, etc. off the map. That'll let you see resources more clearly. Oil and coal can be pretty hard to see. Also, are you playing with mods that might affect the resources? That could do it, too.
