Does this include the DLC?

Yeah, I got Civ4 on Steam and all of the expansions combined for $2.49. That's "free" in my books.

as someone already said, the gods and kings expansion might contain one or two of the dlc civilizations, but we're not sure. the game of the year edition, on the other hand, is not an expansion, but is a more complete version of the original and does have most of the dlc.

Update: Confirmed it will contain Spain but not the other DLC civs.
