Does Water Count for Domination Victories?

This is probably out there somewhere, but I couldn't find it. For the "land" area percentage needed in a domination victory, does water of any kind count at all? Or is it strictly land tiles? While we're on the subject, what about impassable mountains?

I'm not sure about mountains, but lakes definitely don't count, since you can be in the lead for a domination victory on the first turn if you have no lakes and everyone else does.

To the best of my knilidge it is strictly land ties.

It wouldn't make sense to include any water tiles. (except maybe Coast tiles)
