I've noticed this a few times, but I thought I was perhaps clicking too fast and not reading the full text.
The issue is that when you go to ask to renew your DoF with a Civ (before the DoF duration is up but when it is available to renew) a Civ will turn you down on the renewal, but in the inter-turn, I'll get kudos from other Civs on befriending the Civs.
The DoF is effectively renewed at this point as when this happened before the DoF doesn't expire and rolls over for another 30 turns.
Possibly a text bug?
Here's a posted Save. Talk to Theodora to renew the DoF; she will say No.
Hit Next turn and 1 or 2 civs should come knocking congratulating you on befriending the byzantines.
