Domestic Advisor: Economy

When sorting cities by healthiness in the economy tab of the domestic advisor, unhealthy values are used as if they are healthy values.

Something similar happens when sorting the Wonder builded info screen by year: it doesn't differentiate the BC years and the AC years.

It happens because negative numbers aren't used in these columns. I cannot change the ways columns sort so I'm not sure how to solve this. I don't think using negative numbers makes sense in either situation.
