Growth and Happiness

As the doors of the Domestic Department open for the 4th term, these words will become the foundation on which policies and decisions are based. With the advance of Sanitation, hospitals are being built throughout Phoenatica. These hospitals will allow our population to double in certain areas. With the increase in population, come the problems of keeping happy and content citizens. Improvements that will keep our cities happy and productive will be a key issue to this administration.

With the unbridled growth of productive cities, comes the benefit of increased national income. This new income will be a boon for Phoenatican research in scientific advances. It will also allow us to release more luxuries into the mainstream society, increasing the happiness of the nation as a whole.

Therefore, I urge all Governors of Phoenatican Provinces to key on build queues that lead to growth and happiness. If a city is growing, look to building cathedral or some other happiness inducing improvement. If your city is growing and happy, then you look to other areas of building more suited to your personal tastes or applicable to the city's locale.

The Domestic Dept. will be making a slight change to the budgeting process as far as allocating funds. This Dept. will post an offering of funds to rush improvements in the Budget Requests thread as soon as possible after each chat. These offerings will be made to Governors in regards to certain cities within their province, more specifically, to certain improvements within those cities. These offerings may come with requirements.
As an example, I may post an offering to the Governor of Normandy that states if the build queue for Boston is changed from a harbor to a hospital, funds will be available to rush the hospital. If the Governor of Normandy posts a build queue in the next turn chat instructions thread, showing the requested changes, then the funds are available for the rush. If no changes are requested, the offering authorizes the funding for the rush. If requests for changes are not reflected in the next build queues, the offerings (and thus the funding) are withdrawn.

These offerings will only effect budget requests by way of the total amount of the national bank available for funding requests. Budget requests can still be made in the normal fashion by any department. The main reason for these offerings is to help this administration, particularly the Domestic Dept., drive the nation towards our new goal of Growth and Happiness.

@ Dis - yes, I remember your proposal. At this time I like the location of the hill NW of Chieftess' City #1, and City #4 (I think) a litlle better than the one in Kashmir. For now anyway.

@ fephisto - I read your request in the Trade thread and went to read about your DIIP plan. Basically you want to concentrate on courthouses, marketplaces, and banks. I think this is a wonderful plan, but that it should be put into effect after the plan laid out above. Nothing will drive the economy like happy, well-populated cities. The amount of shields and gold brought into the cities coffers are directly proportionate to the population of the cities. This is the direction we should should be moving in. As I have stated in the outline above, once a city is growing and productive (meaning the citizens are happy and will stay that way for awhile) then the Governors may concentrate on whatever they deem important for that city. Yes, some will need courthouses (which I intend on helping with) to quicken their production of future improvements. Marketplaces bring a steady flow of luxuries from far away lands, so these too make our citizens happy. So they will be part of my plan too. Banks and factories can be addressed after the city is assured steady growth in a favourable environment. Science and gold are important to Phoenatica, but for now I feel that the growth of each will be a natural by-product of large, happy cities.

I understand what you're saying cyc, but then again there are some cities that are big and happy , and right after this moment, whenever it may happen to be I suggest my plan be put into action for the city. Basically do you think we could combine the 2 plans?

I'm working on it fephisto. For now, the above plan for Growth and Happiness will have to suffice. I know we have some large cities at the moment, and I am trying to address them as well. We also need to quickly build armies of tanks, as well as garrison the 10 cities that currently have no military in them. It will take time to incorporate your plan (or program) into the big picture, but I'm sure it will happen.

The Presidential Office requests a poll from the Domestic department on which wonders we should build first, based on this discussion. Also include the required techs for that wonder. (note that genetics can't come before computers)

Chieftess, you already have two official polls on the subject and Donsig ran an informational poll on it before yours. These are backed up by lengthy discussions. There is enough clutter in the forums without me posting another poll on the same subject. Not to mention how that would make me appear to step on the work you have down so far. I believe your official polls will suffice for the time being.

BTW, I didn't understand your note about Computers coming before Genetics. Of course it does. Were you having difficulty reading one of my posts?

The city of Delphi would like to propose the following changs of build-queue and rush:
* change to temple and rush to get rid of the entertainer
* then, build a aqueduct with all citizens

Please remember delphi is the final frontier against the greek agressors and its culture will behold the babylonians from taking our lands, especiall the 4 spice tiles in our vincinity.

Dis, your proposal has been noted. I don't believe I've seen a Mayor solicit funds for a city improvement from the Domestic Department before. Anyway, I suggest you locate your Governor and use the proper channels to obtain the goals of your proposal. BTW, congrats on becoming a governing figure for the People of Phoenatica.

On the Domestic Front we have some good news. We now have 3 cities in Province #7, which means we will need to hold an election for a new Governor. Phoenatica also pick up a city in Province #9. #9. #9. Sorry. This province may also grow with CAP efforts. Things are looking up in the real estate world.

On a different note, this department has notice a lack of involvement on the part of some of our Governors in respect to build queues. I realize that the Elections were not effective in this area, and that some of the Governors are first-time officials, but can we please see an effort to correct the situation. BTW, congrats to all the newly elected officials.

I beg u to read thru the proposals for the city of delphi, as i do not know when my governor will be available again. He has been missing almost since the beginning of the term.

So, in recapping the first 4 days and first chat of my tenure as Domestic Leader, the main headline appears to be that we have returned to a peaceful existence. As a strong world leader in most categories, we are respected, though maybe disliked by other nations. We are a militarily strong, technologically advanced, resource and luxury rich, monetarily secure, diplomatically sure, cultural leader. The BEST country in the world.

Of the 19 Great Wonders of the world, we own 8. To put that in a better light, we have also been the builders of the last four Great Wonders, so we’re on a roll. We now have a Great Leader, achieved through our conflict with Greece, with which to “hurry” the UN Building. The discovery of Fission appears to be approximately 19/20 turns away at our current science rate of 90%. We have over 3500 gold and our people are happy. With the completion of the two Small Wonders, now in construction, it appears we are ready for a revolution. Yes, a long awaited Democratic Government is at the door and I believe we should let them in.

Speaking of Government, we have a new Commander-in-Chieftess. Our new President, Chieftess is in deed a great commander of our Armed Forces, as she single-handedly brought the war to a close during the last chat. Our Vice President is Strider, a veteran politician who is also our Science Leader. As a Deputy in the Science Dept, Strider has Civanator, our first Science Leader. At this point I would like to welcome and congratulate Lovro again, as our Deputy Domestic Leader. In the Military Department, returning to office is the magnificent 5-star General Falcon02 and his Deputy Phoenix. Trade has a new Leader that is also new to the Phoenatica political scene. As Chieftess won as President, the Trade election went to fephisto and he now takes the helm making our trade deals. Rumor has it that Bill_in_PDX will join the Trade Dept. as Deputy Leader. EDIT: My mistake. It looks like Waterz will be taking over the Deputy Trade Leader position. Big news in the Department of Culture, as curufinwe takes the Leader position to guide us in cultural endeavors. Punkbass2000 is again the Deputy Leader here. In the Foreign Affairs Dept. chiefpaco returns as Leader to serve another superb term. His Deputy is a freshman politician, writer adamsj. Senior Council Member at Large is Shaitan, who has been named the “Father of the Constitution”, although in light of the paternity suits, he is denying everything. With him as Council Member at Large is Bill_in_PDX (the happiest place on earth). I’m sure both will do an outstanding job.

In the Governor class, we have two incumbents, two freshman politicians, a veteran politician trying his hand at Governor, and me as the Capital Province Governor. I am the former Governor of Kashmir. Returning to office in the Province of Normandy is crabapple, well known and respected in the political world. Also returning to office in the Province of Ameri is Plexus. With the resignation of Eklektikos, Asphinxia has a new Governor elected by the name of Almightyjosh. This is Almightyjosh’s first attempt at the Governor position. With the resignation of SKILORD, New Cormyr has a new Governor elected by the name of Waterz. This is Waterz first attempt at the Governor position. And finally, we have Civanator elected by the people to govern the Great Province of Kashmir. Civanator has been declared missing since the elections and little has been seen of Plexus. Our 2 freshman Governors seem to be doing very well and of course crabapple stands tall as a guiding light.

Not only have we started a new city of our own, but also we have brought 3 Greek cities under our control, in which we will assert our CAP (Cultural Assault Program) efforts. Possible Culture flips to us look to be Knossus, Pompeii, Ravenna, and maybe Xochicalco. EDIT: Two other possible Cultural flips to us would be Eretria and Lugdum. All of our close neighbors are at war and all of our distant neighbors are at peace.

Our Navy has just produced its first ship (a destroyer) in who knows how long, our Army is now producing long awaited Tanks, and we may soon have an Air Force, if the scientists can get an aero plane aloft for more than 6 seconds. I keep telling them that it’s all in the shape of the wing, but they won’t listen. And in the light of our newly airborne scientists, Phoenatica has determined that they would like to journey to the stars and colonize a distant planet as a final “winning stroke”. Of course the popular Cultural win holds a strong second place. That about wraps up my first Domestic Report. Sorry it was so long, but we had a lot of ground to cover. Next one will be shorter.
