It's extremely hard to stop a rush of these, which Nubia can do because they get a bonus to building them. Even beyond that, a bonus to building ranged units is really good throughout the whole game. They should not be in the same conversation as Chandragupta and Teddy.

Catherine/France [16] (15+1) She gets a really strong and consistent CS bonus. She starts off with +3 CS, across the board, with any other civ. If you have a Special Agent do listening post missions against a target civ, that's an additional +6, bringing it up to +9. That's for everything - melee, cavalry, navy, etc. And you can fight anywhere and at any time. It's not for just 10 turns, or just on your continent, or against civs in a golden age.

What? Why does a science civ like Maya get out early? Science = better units = faster to late-game quick domination (bombers). Why is the Maya out before Georgia or Sweden or China or Brazil? Their bonuses allow turtle into dom better than others with direct science/culture bonuses (sans Korea maybe), and it's really for dom victory not some short early conquest either.

As commented Enlightment suffers from war, and bonuses to wars of liberation isn't what you expect when you are the conqueror. Personally, I've struggled getting scottish military to be on par with other civs when playing as Robert.

Once you are rolling, you can actually triple your army on the go with a clever use of Isibongo, and half-priced ikandas are hepful to give you a go at the start... and on the long run... was it a bug, or corps and armies can be cheaper to build than single units?

Slowly taking over the world by loyalty can win a domination game, but sadly, the military is a much more efficient and reliable way to do it.

If there is victory condition Cree are below average civ, it is religious and mainly tourism. 1) Potential for 40 strength ancient unit and it is not so hard to reach one or two level3 Okihctitaws. And this means death to at least one neighbour before the end of classical as you don't fear Xbows anymore 2) Higher production than average civs as you don't care about growth and housing 3) Once you hit cartography (obvious Cree beeline) what happens before the end of classical, you swim in gold for easy upgrades and buying units (or buying infrastructure while building units) 4) You know whole map somewhere around end of classical/ beginning medieval, so can manage domination route better 5) Easy counter of loyality pressure, just get a trader. Not top15, but there are so many weak domi civs left at 15 points, that I have to fix it

Cyrus/Persia [17] [16+1] Not nearly as good as Simon now, but Fall of Babylon can be heavily exploited throughout the game. The Immortal is almost a best of both worlds melee and ranged unique. Internal trading and tile improvement supplement culture and gold. Well above average I believe.

Poundmaker/Cree [10] People have a huge tendency to exaggerate how easy it is to get the ambush promotion with recon units... it's not, and it's even harder when we're talking about scouts where you'd have to get there early. Okis get a free promotion, but it doesn't really change anything because it just means they won't be leveling up on barbarian units like a normal scout would. You still need to get those second and third promotions through exploration and or attacking another civilization, just like you would with a normal scout. In a perfect world I guess you could get *some* use out of them towards domination, but there are so many other UUs or abilities available on this list that give you better results with way less work. Their civ and leader abilities offer very little when it comes to domination, and the mekewap isn't enough to save them here. I'm spreading my downvotes around at this point, but the Cree are certainly deserving.

Kupe/Maori [16] (15+1) I don’t think he’s actually the best (Hungary or Persia get that nod for me), but since no one has mentioned him I thought I’d start with Kupe. It may seem that peaceful Tourism is the way to go, but boy can Kupe do aggression. Instant access to Galleys & Quadriremes, huge production boost to almost any city he founds, and an absolutely terrifying unique unit, the Toa. Sure, it arrives a tech later, but i.) it doesn’t require iron, ii.) it can be pre-built & upgraded from warriors, iii.) it has the most consistently powerful bonus, I.e. weakens adjacent troops by 5 strength, and iv.) as if it needed anything else, it can pop down a Pā fort when in trouble. Settle capital, immediately produce a few ships, find your nearest & weakest neighbour, and swarm them with Archers & Toa. Bam, you’ve got your domination snowball going.

And although he is certainly capable of sweeping the map in the late game - instant buying tank armies with gold, anyone? - it still isn’t really advisable. His whole playstyle revolves around international trading, and what’s the one thing you can’t do when at war with the whole world? International trading.

To me, voting for Gran Colombia in its current state feels wrong. Let’s be honest: the great general / commandante generale stacking is going to be nerfed at the next patch. So is it really fair to include Bolivar here....?

Cleopatra/Egypt [12] Like every Civ, you can definitely achieve domination as Cleo if you really wanted to. In this regard, it’s worth stating that Maryannu archers are a solid unit for early warfare. However, it’s more a question whether you‘re incentivised to go domination. And for Cleo, you’ll have a much easier time of it pursuing other victory types. In particular, declaring war on the world means they can’t trade with you, ruling out one of Egypt’s most powerful bonuses. All in all, she’s much better suited to a peaceful playstyle than a warmongering one.
