Catherine helps France be more effective in this regard, but Eleanor only allows for a hard to use effectively meme strat. If you wanna play Eleanor as a domination Civ, England's better in this regard.

Alexander/Macedon [20] [19+1] Two very good Classical UUs. The swordsmen excel at assaulting cities while only costing 5 iron. That is a big factor early on long before Mercenaries or Equestrian Orders to get a big army up and running. The Horses can be the unit killers and rack up GGs. Taking the requisite districts for the eureka and inspiration boosts is likely given what the AI builds - helps advance down the trees for mid to late game warfare. The global healing can be strategically leveraged for uninterrupted pain deliverance. Plus we all know how much the AI likes to wonder spam, even to a fault. No war weariness. Did I leave anything out?

The Marryanu is the most powerful unit of it's time, but it's not that great for sacking cities, and most importantly, the exorbitant production cost makes it difficult to field in large enough numbers to start a good conquering spree. When I play Cleo, I'm doing it for peaceful religious or cultural victories... Going full domination is the last thing on my mind.

Kupe can do that before anyone else can even think about crossing the ocean. Get a couple of cities on each continent and then snowball from there. Toas have use for the whole game.

I'm normally an Emperor player, with an occasional excursion into Immortal or Deity. I've just finished 8-player Deity game in record time, even compared against all the Emperor ones, after getting sandwiched between America and Mapuche at the start, and it never felt close.

Their unique comes in late and is a naval unit, and their abilities range between non-existent to ones better suited for another victory type. I enjoy playing the Dutch, but never with conquest in mind.

I’m also leaving out Bolivar in my votes. Yes, we all know he is very, very good, but a nerf is obviously incoming - and we don’t know what shape it will take. People assume the stacking between GG and CG will go. But who’s to say the universal +1 movement will stay....? Maybe he’ll be locked out of normal Great Generals....? Or maybe the Llanero will be nerfed....?

And Redcoat are very, very powerful - annoying that you can’t prebuild them, but when you do get them out they remain relevant for a long time, being able to hold their own against Tanks and more. Plus, Workshop of the World gives hella production, and production is king for building units.

Hojo Tokimune/Japan [15] (14+1) I strongly disagree with the previous poster. It’s not about the +5 combat strength next to coast (which I agree is situational), it’s the half price Encampments and the insane Industrial Zones - which, combined with Japan’s great science game, means you can be pumping out superior tech units non-stop in the midgame. One of my fastest ever domination victories was as Japan on small continents.

Even many of the civs left on the list who maybe can't do an early rush as well as Poundmaker more than makeup with it with strong units in the next several ages. I think the game is basically telling you he's not built for domination by giving him a scout UU and alliance bonuses.

Cleopatra/Egypt [6] (9 -3): I don't particularly find Egypt to be well-suited for Domination. Yes, the Maryannu are very powerful, but they're also very expensive and can't be mass-built. Egypt are incentivized to sim-city a decent bit, and they don't have much to orient them for a war playstyle outside of the Maryannu. For some of the other Civs ranked lower than them, Poland at least have an incentive to build Encampments, have a strong unique unit, and a production boost. Mali can buy units en masse to build an army. I can't say the same for Egypt. The next on the chopping block should be the Cree, IMO, but I wanted to take the time to bring Egypt down a peg first.

Peter/Russia [11] [10+1] This is too low. Good culture civ gets you to Nationalism and Fascism very quickly combined with great faith economy for buying your army. The UU is a monster that doesn't need to take down walls - they can do the rest while the bombards handle that part.
