Nice unit. As for movement restrictions, if you made it wheeled and made all terrain immpassable to wheeled units, then you could keep it to roads/RR's. Since by the time this guy's available, most of my territory is covered in rails, it shouldn't be too unrealistic. Just my thoughts on the whole movement matter.

Unfortunately I agree that that is the best possible solution, but IMO it just imposes too many restrictions on the rest of the game.
