Double EQ, Wrong Plant

There's an oddity: an Earthquake struck in one of my cities, and claimed to have destroyed the Mfg Plant. The thing is, i don't own any Mfg Plants, in any of the 127 cities. No Factories, no Mfg Plants. Extra oddity: when i went to check the city, BOTH the Nuclear Plant and the Recycling Center were gone. I think the AI's just pouty because all my cities have protection against every disaster... besides the unpreventable EQ.
 

Oh that's hilarious. Thanks for dredging up the old thread. So you have to be unlucky enough to roll a 0 on the disaster (i have 127 cities so will always roll an index # of an existing city) then have the bad luck to roll a 15 for the building index. Your exploration also explains something that happened a few weeks ago: two disasters in one turn. Before now, never knew that the logic runs two iterations of the algorithm per turn! You mentioned in 2013 the possibility of compiler incompatibility with assembly, but since i'm playing CivWin and the bug occurs just as described, it seems unlikely that the compiler is to blame, since the bug replicates in two different compiles, for different OS's.

One Q: you mention that the city index # ranges from 0 to 127. Does that mean i can have 128 cities, or is index #0 reserved? I didn't try to build another one after reaching 127, now just for giggles, let me try that...

Holy spongebuckets! I CAN build a 128th city! Where did i get the number 127 stuck in my brain?!? Aww crud, wish i'd'a known that a long time ago. This is my first game with over 120 cities, and it's a blast. In the past, my only use for SDI's were to convert shields into money; now i've built 127 of them just to soak up 508 extra GP per turn.

Trying to build a 129th, however, fails. A warning message i have never seen, from the Domestic Advisor: "Sire, our bureaucrats can not administer so many cities. We must remove some of our old cities before we build new ones." Then the spurned Settler is disabled for that turn. Took a closer look to see if there's anyplace i can shoehorn another city in, and there is, but will have to dismantle a size-11 town to make room. No problem, i'm good at that now. After i discovered the RR in this game, i tore down several dozen cities just so i could rebuild them atop rail lines.

Thanks again, darkpanda. Every time you speak up i learn one new thing, and then learn another thing too, unrelated to what you were talking about.
