It seems really unlikely to get Nationalism before you can build macemen. I agree that drafting axemen would be pretty silly.

Huh? 2 Riflemen = 220 hammers.
 
(e.g. with a 150% production bonus, slavery can produce 150 hammers with 2 pop; with a 250% bonus, 210 hammers; drafting will never give you 210 hammers worth of units with just 2 pop); this means that drafting may be more powerful than slavery in non-production cities, but slavery remains more powerful in big production powerhouses with lots of bonuses

At the point in the game that drafting becomes available, I would suspect there are very few cities that have much more than a 25% military production bonus. Offhand, I would suspect that there would be exactly one: the HE city. I did mention that drafting out of core cities that have big multipliers of any type is counterproductive, and again this goes double for the HE city. At this point in the game though, I also suspect that it is more efficient for the HE city to be running at its hopefully relatively high happy or health cap and working as many production tiles as possible rather than whipping.
