Drafting units.... a problem... ;o(

It seems i cannot draft units on a continent separate from the continent my capital is situated on?!?!

So far all i have tried this on, has been when in a Communist Government, but it appears i cannot draft citizerns on a continent different from my main one?! Why??

Has anyone experienced this or, even better, does anyone know how this can be enabled?

How big are the cities? You can't draft from a city of size less than 6.
