    Can paratroopers drop directly on and take an enemy city if it has no units present?

    No it can't. But if you have the move after landing promotion you can.

    I didn't think so but wanted to be sure. I also didn't know such a promotion existed. Tells you how much I use paratroopers. :mischief:
