Dumb Question - Changing Government in Civ Rev DS...

Hey guys,

Currently loving this game, it is a nice change from the depth of civ 4 on pc, but I have one question - anyone work out how to change government type during a turn? I cant for the life of me figure it out!

I have the DS version, as stated in the title.

It's also worth while to look at the diplomacy screen. Talking with leaders about other leaders can give you some good intel. However, I can't believe they don't have anything indicating if two civilizations are at war with each other at a quick glance.
