One thing I've never realy liked the sound of with Civ 4 is the way promotions are allocated.

In my opinion you shouldn't be able to choose promotions which you gain in combat, instead, they should be chosen for you. As promotions are about experience, surely you would gain a skill in something which you used. It seems to me rather odd that you can gain, for example, a Amphibious promotion, after winning a battle defending a city which is nowhere near the sea!

I think it would be rather cool if instead of choosing promotions gained in combat yourself, it was allocated to the unit based on how the unit has behaved in the past (between the last promotion and this one). There would have to be some random factor in there, so that it doesn't get to predictable, and so that one promotion doesn't turn up all the time.

For example, a unit attacking a city would stand a high chance of getting a city raider promotion, a moderate chance of getting a boring combat promotion, and probably a slight chance of getting something more obscure, such as a drill, or ambush promotion.

I think this would make the whole game a bit more fun, as well as realistic (I know, it's a game, it doesn't have to be super-realistic... don't flame me!). It would also stop the "exploit" of saving your promotions until you need them, and will make units alot more diverse (rather then a specific "City-breaker", or an allocated "Healer).

Thoughts?

BTW: One of my longish term modding aims is add quite a few things like this - dependant on what has gone on before. I was thinking of doing traits and UUs like this as well.
 
Panzer General definitely incorporated this model into their series of games and it worked very well. The only thing is I don't know if people would appreciate having this bit of control taken from them, especially when you may use the same unit across several eras.
