Welcome, martin1224! You should ask questions in the main Civ4 forum, but to answer yours: you can open any WBS file with a text editor (Notepad will suffice) and edit the names of the civs that are in. To actually put in the civs/leaders, you need to copy (and paste) their exact parameters (as listed in the BtS\Assets\XML\Civilizations files) into the WBS you've opened and save as a WBS. That's it in a nutshell.
