That is a strange bug. I have a couple theories:

- The military leaders are stored immediately before the leader name/title in the BIQ. Maybe it's acting strangely in part because the European Union has no military leaders?
- Could there be some invisible characters in the Herman von Rompuy? It's within the 23-character limit as typed, but if there are extra characters that aren't visible, that might throw it off.
- The civilopedia entry for the EU is "RACE_European_Unio". Do you know if it was intentional to cut off the last "n"? Maybe this is a side-effect of the primary bug?

And one question...

- Are all the leaders' titles "President" as well, even when they aren't supposed to be?

With the .biq (even without the rest of the mod), I could examine it for any irregularities in the data for the European Union that might not be visible in the editor. If the bug is caused by something strange in the .biq itself, that might find it. But, it might not if this is some obscure Civ3 bug that no one's ever encountered before.

Do you have an older version from before this started happening that you can compare to?

We already had an error in the Earth mod
When many edited the biq file, usually appear as a result of an bug in the game.
Another mode was a problem,re-created the entire BIQ file.

Re-create my file BIQ, another slip in a few days :sad:
 
I think that the leader's name bug is a result of having the names in both the Civiliztions part of the editor as well as Scenario Properties. Try deleting all the names from the Civiliztions section and leave it only in the Scenario properties, I think that should work.

YES, exactly! Typical problem & typical solution: go to scenario editor, then:
scenario > scenario properties > players, then clean the "leader name" entry for each civilization. That's all...

Which part should be rewritten?

Just DELETE those German Van Rompuy, Barak Obama, etc,etc,etc names from "leader name" field in your screenshots. These fields must be empty & your leadernames must be located in rules > edit > civilizations only. That will work perfectly!

I'd merge Russia, Kazakhstan and China into one alliance (SCO) to create the real counterweight for NATO and Allies. But that's not so crucial...

And first impressions:

My first year as Vlagyimir Putyin (btw, rename him, he is Vladimir Putin actually :D)... i came to power in the greatest (by score) country in the world, but situation was horrible... almost no army, no industry, no science, roughly 80% of our people are virtually illiterate. Our fields are polluted by industrial waste... but the main problem was lack of food and hunger. And especially in large cities like Moskwa. Every morning, walking to Kremlin, i saw the Red Square, filled of hungry children, begging for piece of bread... For the first year of my presidency, 54% of Russians died of hunger :sad: (Population at start - 9.970.000, population in December 2010 - 4.578.000). I think, suicide is the only way out, after all of this...

I guess, you tried to make the harsh start. But it's too harsh. Half of world's population just die of hunger at first year of game! Give them more irrigation or reduce initial population, or at least give 10 points of culture to each city.
