easiest way to combat corruption?

hmz, 5 uncorrupted gold will become 5+2.5+2.5 = 10 gold with both a marked and a bank, and it will become 12 gold if you have a stock exchange as well. (13 gold if that last extra commerce also happens to solve a rounding issue)
5 tax-man produce 10 gold.

But how often do you build stock exchanges? They are 200 shields, especially for a corrupt city...
It should also be mentioned that a stock exchange cost 3 gpt in maintenance, and you pay a total of 5 gpt for all 3 but not if you have Adam's Great Wonder.

So 5 police-man have the potential to be better than 5 tax-man, but it will rarely be the case...
 
Another way to 'combat' corruption is to actually accept it.

Turn every totally corrupt town/city into science (preferably) or tax farms. These cities should produce settlers, workers, artillery or wealth.

well see...my cities that i moved into that were the other civs were big cities, 14/15...and almost EVERY single production shield was corrupted...the policeman thing did wonders for that, and it helped the commerce out...and that 10 thing was just a estimate....in those cities until i was able to rebuild them up *AND* switch to communism only was the corruption, in combination with 5 or so policemen, was the corruption gone
 
So is Communism actually the best government for large territorial empires? Is the best government to overcome corruption, and more importantly, waste?

I can say yes to commy and no to waste. Waste can not be directly influenced by government. I mentioned waste as an example of something mods use new additions to elimate the same way they do corruption. I mentioned the Balancer mod making them hurdles to overcome and eventually, as reward to a strong economy, elimate rather then them being walls that hinder any further enjoyment from growth/expansion.

These improvements were very important changes the company ran out of time to impliment

Assuming your empire layout and city placement is done in favor of Communism, (meaning large metropolises) then yes, but the best layout for communism, is also very bad for all the other governments, where it is better to ICS the corrupt area's.

If you play well and use republic, you can gain a winning position even before the industrial age. But if you build up with communism in mind, you don't gain such a winning position until after the industrial age, because you waste potential power in the early turns, and the early turns are more important than later turns.

So from that perspective, communism is pretty worthless.

but with my case i gained a vast majority of my cities through conquest in the mid 1900s so really didn't want to raze them and get everyone pissed at me...i had to switch to communism or i would have had to completly starve these cities in order to control them well under dem or republic
 
I personally see no problem with starving a few to kill resistors, irrigated rails will grow back the specialists in no time ;)

And capturing cities destroy a lot of pre-existing improvements, so to get those cities back up and running for you would require some time. Easier to make them specialist farms under Rep or Demo instead of reviving them under Communism IMHO.
