I noticed that the EIC doesn't give the extra luxury if it is more than 3 tiles away, even if it is within your own borders. This can be extremely frustrating for big tradition capitals that take up lots of land. Is it possible to extend the range for EIC?

I always thought the resources needed to be adjacent to the city...can't believe I didn't notice this before.
 
Isn't it strong enough? That's +2 or +3 copies of luxuries, usually, if you place your capital well.

It's not really about strength, it's more of a QoL issue. I don't see how this could be exploited, just makes it easier for tall Civs to get their monopoly
 
My guess is that it might be tiles that the city is able to work (and thus out to 3 range). A city's trade route value is related to available tiles/luxuries. I found that, with cities overlapping and letting satellite cities work a number of tiles (Silver/Copper), the value of trade routes differed. It was often better to send from a satellite than from my actual capital.

East India operating in a similar manner wouldn't surprise me.
