Here's an idea that doesn't require lots of changing to make it work.
Go into the editor and double (or triple) the number of hit points for each level of experience. This would affect all units across the board.
If I'm understanding the combat system correctly, you compare attack versus defense, with other modifiers being thrown into the mix. Thus, the loser of each round loses a hit point. With more hit points thrown into the mix, the chance of, say, an obsolete unit winning out 6 times (versus non-veteran units, at double hit points) is a lot less than winning out 3 times.
The only problem I see is that the health bar could get rather unmanageable....
Comments? Maybe, instead of doubling, just adding +1 at level 3 and 4 and +2 at level 5?
