Do you have to download the CIV 3 editor? I just got Civ 3: Game Of The Year a while ago and it doesn't have an editor in the menu or anything.

There'll be an editor. Go into the folder, which'll be something like:
C: ---> Program Files ---> Infrogrames Interactive (or maybe Atari) ---> Civilization III
There should be an executable called Civ3Edit
Then again, I know nothing about the GOTY edition. Does it come with 'Play the world'? If so, there should be another sub folder called Civ3ptw. And inside that, there will be a program called Civ3XEdit.
