this sounds good. but we could add something: a governor may run for up to 2 adjacent provinces. if he is elected as governor of both provinces, the 2 provinces are combined into one province for the future...

chee: if people decide so by voting for the same governor in all provinces... yes indeed. but it would be the will of the people and if they get fed up with it they could start a redesign process to split them again at any time. anyways nobody would want to govern all cities, as that would be too much work.

octi: consider how "old" thos provinces are wait another 500 years and they maybe join in peace (annexing means by force mainly... joining is a peaceful process of working together and minimizing overhead)
