I know how to create an embassy in an enemy's capitol (usually I let them spend the cash) but how do you look in on their capitol, ie open the embassy window again later on? Say I make an embassy in Salamanca, how do I later on check in on Salamanca without having the Intelligence Agency?

You can't, embassies are made in order to form alliances and mutual protection pacts and rights of passage to other civs(you can only form these if you have made an embassy) only way to see into another civ's capital(or any other city) is to use the intelligence agency...

Well, that's not exactly accurate. Once you've got an embassy with another civ, you can try to steal techs from them or view other cities. You have to pay for this, of course.

Open the Diplomacy/Espionage Screen (double-click star by name of capital, Shift-E, or click on the E button in the lower-right corner of screen). Select whether you want to use diplomat or spy at the top (use spy if available), the target civ on the left, choose steal tech from the center column. Then down at the bottom choose immediately, carefully, or safely. If you don't have enough money, some (or all) of these choices will be greyed out. The more you spend, the better your chance for success.
