It was proposed in the Foreign Affairs thread that we construct an embassy with Russia for a total cost of 137 gold. We have embassies with every other country AFAIK, so should we build one with Russia?

Because we already have embassies with everyone else, we don't need it. We know Russia's deals with other civs, from our embassies there.
137 gold doesn't seem a lot, but it is. I'd rather use the money for a factory or a hospital.
We can plant a spy when the CIA is finished to keep an eye on Russia.
