[GS] Empty Continent

I made a custom map, and in all my testing of it, one of the four continents has remained empty of civs no matter how many times I restart, even though the terrain would be beneficial to one or more civs (such as Canada).

Any idea what's going on with it, or is it just that the game really doesn't like spawning in tundra for some reason?
 
How would I go about it such that only those civs appear in that area? Especially if more than one of them wind up in the same game?

Also, in semi-related musings, is it possible to prevent the spawning of a city-state or civ in an area of the map? I have a section with a ton of goody huts that I want to have as a sort of reward for people who find it, but if a city state spawns there, they're liable to accidentally remove some with their borders.

You have to control all the spawning points exactly in World Builder. In the Advanced mode you need to specify exactly how many civs and how many city states there will be, and which ones they will be. And also add barbs and free cities as players. Then you add spawning points for each civ and city state on the map.

When you the play the map you have to be sure the number of civs and CS are the same as you specified, or you get a crash.
 
That's a little more restrictive than I'd like, honestly. I guess if it's a choice between a civ spawning in a more advantageous location while forcing the others to specific places or letting the cards fall where they will, I'll just let the cards fall where they will.
