Enable City State Panel prior to meeting City State with 'Unmet City State' Icons. Simple reason.

This simple change would allow me to know, right from the start, how many city states are actually in the game.

It would save players the trouble of having to reload half way through the medieval age when they realise that only two thirds of the amount of city states actually settled.

I'm not even cluttering the map that much like I used to do in Civ 5. Civ 6 just seems very picky regarding available land. Just increasing the numbers of civs/city-states a bit above default seems to cause the issue of non-spawning city states.

By simply having the Unmet '?' icon for every settled city-state, like one does for civs, the player would be able to know within the first few turns if a reasonable amount of city states have settled.

Ps. I know the patch is supposed to fix clustered city states, but this would still be helpful, especially for players like myself who enjoy Young World Age and High Sea Levels, since those reduce the amount of land that can be settled.

Edit: If anyone knows of a mod which provides this info, I would like to know. Thank you.
(It's also possible this is already in the game and I'm just blind).

And if you REALLY wanted to make us happy, you could add the info "average distance between city states" somewhere. Even with clustering fixed, some players might still prefer higher dispersion and reload until they get a higher average.
