Enough DLC, how about an expansion?

There is an unclear line between an expansion and dlc. Expansions can be downloaded, making it DLC, and DLC expand the game, making them expansions (or addons.) Though I do agree if you mean adding some big gameplay changes and large overhauls/additions in one big package when you say expansion.

The line does get blurry, but most DLC is very easy to recognize because it simply provides the purchaser with only one or two things for a low price like $5. And expansion pack may be downloaded, but this does not make it DLC. It is a downloaded expansion.

I'll provide several examples from a few different video games:
Civilization V new civ: DLC
Grand Theft Auto IV Episodes from Liberty City: Expansion (that may be downloaded)
Re Dead Redemption Zombies: expansion (same)
Modern Warfare map pack: DLC
New missions in LA Noire: DLC
Civilization IV BTS: expansion
A dalmation in Fable III: DLC
 
I'm assuming they won't put new civs in an expansion as they have DLC to distribute those.
So "enough DLC" implies no more civs, right?

I think most people are asking for an expansion similar to BTS which added new CIVs. I doubt very much that if a full expansion is made it would lack new civs. There are plenty of civs that could be added and I doubt they would risk limiting the apeal of an expansion pack by not including new civs.

They have made bad decisions before, but not including civs in a new expansion would be a huge mistake. There will still be plenty more to sell as DLC after the fact.
